The Department of Arts and Culture (DAC) has publicised a draft of its Revised White Paper on Arts, Culture and Heritage. This is the first major revision of the document after more than a decade. The White Paper is the most important policy instrument for the arts, culture and heritage sector in general and for the cultural and creative industries in South Africa since it sets the legal, institutional and funding frameworks that shape governments engagement with the sector.
With a the bulk of the document focused on the ‘cultural and creative industries’ Revised White Paper promises to make an impact on social cohesion, protect rights to freedom of expression, protect cultural diversity, and impact on transformation in the sector. Most of all it is designed to ensure that the cultural and creative industries deliver jobs to the nation through its reorganisation of the public arm of the creative sector.
Playwright and activist Mike van Graan and heritage specialist Diedre Prins will reflect on the Revised White Paper and invite the audience to engage with the document.
Meanwhile, the DAC has invited public comment until 25 July 2013 after which Parliament’s Portfolio Committee on Arts and Culture will engage with the document.
