Opportunity Description

The National Lotteries Commission (NLC) regulates lotteries and sports pools in South Africa. From these regulatory activities, we collect revenue to distribute funds to good causes. To ensure fair and impactful distribution of funds, the NLC has set out focus areas for funding for the period 1 April 2022 to 31 March 2023.

In adjudicating applications, the Distributing Agencies will give preference to applications from organisations in underdeveloped areas that advance the interests and participation of women, youth, and people with disabilities as well as projects that lead to job creation and retention. Preference will also be given to projects/programmes located in the District Development Model priority districts.

The NLC encourages organisations to ensure that project/programme activities applied for are in line with relevant alert level restrictions in terms of the Disaster Management Act and Regulations, or to implement appropriate public health and safety measures to ensure the control of COVID-19 should the State of Disaster end.

ARTS, CULTURE AND NATIONAL HERITAGE SECTOR
The Arts, Culture and National Heritage sector’s overall goal is to contribute to nation building and social cohesion through the sustainable development, promotion and transformation of the arts, our national heritage, and culture.

PROGRAMME AREA ONE: ARTS DEVELOPMENT
(45% of available funding)

  • Broad-based access to all areas of the performing, visual and literary arts, for women, children and young people (including PWD) whether as participants or audiences
  • Communities exposed to the performing visual and literary arts
  • Participants trained to move into academic programmes at the secondary and tertiary levels
  • Implementation of community-based programmes which develop creativity and build a strong platform for the arts
  • Learners/participants trained in music, drama and theatre, dance, fine art, low budget audiovisual and digital media, writing etc.
  • Creation of ensembles for music, drama and dance; small-scale audio-visual digital media production and exhibition; creation of new original works in all formats
  • Annual production/exhibition by participants demonstrating and showcasing skills learnt and acquired AND/OR
  • Local/district arts/music/audio-visual/literary festivals

PROGRAMME AREA TWO: CULTURAL EXPRESSIONS
(30% of available funding)

  • Quality cultural goods developed, produced, and marketed to the public
  • Improved livelihoods for designated groups through job creation/retention and income generated from cultural activities
  • Capacity of target group(s) to migrate to other resource/support organisations
  • Development of institutional capacity of informal craft organisations
  • Strategies to increase in sales of cultural products (including on digital platforms)
  • Participants trained in product development, product quality, marketing (including digital) skills, entrepreneurial skills, financial management.
  • Annual or periodic cultural/craft fairs/pop-up shops at local and district level.

PROGRAMME AREA THREE: NATIONAL HERITAGE AND ENVIRONMENT
(25% of available funding)

  • Increased awareness, appreciation and participation of targeted groups (community participation in natural and cultural heritage, environmental issues, and sustainable use of natural and cultural heritage assets)
  • Natural environments restored, conserved and protected/safeguarded from effects of climate change; sustainable land and water management and nature-based solutions for reduced vulnerability of natural heritage
  • Improved livelihoods through job creation/retention and income generated from sustainable use of environment and heritage assets
  • Participants trained in heritage conservation/restoration; environmental management; sustainable use of natural and cultural heritage assets; marketing (including digital) skills, entrepreneurial skills, financial management.
  • Promotional products and services offerings development
  • Heritage and environment tourism programmes/activities (linked to National Days or specific histories/environments)
  • Indigenous knowledge systems programmes (living heritage)
